Nedan står det i ett svar att lagen rör publika laddare. Teslas laddare är ju inte publika och därmed borde inte lagen vara ett hinder för deras utbyggnad?

thank you for your inquiry to the Federal Ministry for Economic Affairs and Energy.
Like many others you have contacted us to complain that German laws would prevent the expansion of the Tesla Supercharger.
We would like to inform you that this is not correct.
The regulation to which you refer is called Ladesäulenverordnung (LSV) and is freely accessible on the internet. However, the LSV is only available in German.
We will therefore try to make the German regulations transparent for you with this email.
The LSV is based on Directive 2014/94/EU. Germany was the first EU member to implement this EU directive. The introduction of the Combined Charging System (CCS) was
therefore not a German but a European decision.
The LSV contains clear and binding regulations on charging plug standards and minimum requirements for the construction and operation of publicly accessible charging
points for electric vehicles.
§ 3 LSV regulates with which socket outlets or vehicle connectors the charging points must be at least equipped. These charging plug standards must be present on any publicly
accessible charging device. However, investors are free to offer additional charging plug standards at their charging points beyond these minimum standards.
In order to make the loading of electric vehicles at public charging stations more user-friendly, the LSV has been changed in summer 2017. Since then, e-motorists must be
able to draw and charge electricity at any publicly accessible charging device using a standard card or web-based payment system.
Therefore the LSV is no obstacle for Tesla to build more superchargers.
We hope that our remarks could contribute to a better understanding of the general conditions as well as to the objectification of the topic.
